Could a sentient computer fire a nuke on its own initiative? Putin alone can't even if he wanted to. He would have to tell someone to tell someone to push the button. And somewhere along the line, at least one would say "I don't care what you want; I'm not going to commit suicide." But could a computer without any human help fire a nuke?
